General Description:
Objective(s) of a study programme:
To enable military practitioners to improve the skills acquired during their service and, based on theories and scientific evidence of defence and public management, to analyze, assess and make reasonable decisions while serving in the Lithuanian Armed Forces or pursuing their careers in public sector institutions.
Learning outcomes:
Knowledge and the application thereof:
A1 Understanding and application of theories of public administration in the economic, social, political and legal context of defence institutions and bodies.
A2 Ability to identify threats to personal, national and international security and select adequate measures for implementation of public policy, taking into account institutional frameworks and contexts of various levels.
Abilities to conduct research:
B1 Ability to integrate public administration-oriented research in raising and resolving tasks relevant to the National Defence System of the Republic of Lithuania.
Special abilities:
C1 Ability to select alternatives required in the management of human and material resources of security and defence institutions and bodies, based on rational assessment and creativity.
C2 Application of various management methods to initiate changes and effectively perform tasks in the security and defence institutions
C3 Ability to collaborate and initiate stakeholder involvement in defence management matters

Activities of teaching and learning:
Depending on the study outcomes specified in the respective courses, various teaching and learning methods are used: lectures, seminars, internship, consultations, individual and team learning out of class, essay, review and other academic writing, final thesis, mind and concept mapping, reflections, debating and discussing, lectures by visiting teachers, etc.
Moodle environment is used extensively for blended learning purposes throughout the study programme.
Methods of assessment of learning achievements:
All the study courses (including internship and final thesis) are evaluated with grades on a scale of 1 (completely poor) to 10 (excellent), where a pass is awarded if a student is graded between 5 (sufficient) and 10 (excellent). The study courses (except for internship and final thesis) are assessed cumulatively. The cumulative assessment generally accounts for 70 per cent of the overall grade. Exams are mandatory task of these courses as they can be completed only in cases when exams are passed. Cumulative assessment generally contains several distinct tasks which are also graded. The tasks for cumulative assessment can also have a binary grading of Fail or Pass.
Final assessment is calculated by summing the grades of all the course tasks multiplied by their coefficient in per cent.
The course descriptions contain descriptions of the levels of achievement, which serve as guidelines for assessment.
Final theses are reviewed and presented in a public hearing and evaluated by a grade given by a commission appointed by the Commandant of the Academy.

The programme has 38 courses, of which 28 (including internship and final thesis) are in the field of public administration, and form a total of 160 ECTS.
There are also 8 courses (40 ECTS) focused on general competences.

2 optional courses (10 ECTS) are possible to choose from a list of the academy-wide elective courses list.
Distinctive features of a study programme:
The programme is designed to train public administration specialists for the National Defence System. It is open only for the persons with military status as defined by the Law on the Organization of the National Defence System and Military Service of the Republic of Lithuania and employees within the national defence system, as well as officials from other national authorities based on the agreements with the MoD. The programme also focuses on the competences that are easily transferable to public administration duties in civil service improving career opportunities of the graduates after retiring from military service.
Access to professional activity or further study:
Access to professional activity:
All graduates continue their service in the National Defence System, while after retirement from the military the qualifications of this programme allow them to work in civil service.
Access to further study:
The graduates can continue their studies at Master’s level in Lithuania and abroad in numerous business and public management or social sciences programmes.
