General Description:
Objective(s) of a study programme:
The goal of the Public Administration and Law Program is to train specialists for the system of public administration who, applying modern theories of state management and administration, having knowledge about the legal regulation relevant to public administration and ability to apply the law, using social research methods, advanced Information Communication Technologies (ICT), guided by democratic values, principles of good and smart governance, are able to conduct research in the formation and functioning of public administration systems, processes and interactions between different public administration subjects, to identify the need for legal regulation and to engage in the legislative process, to prepare and implement projects of investments, carry out professional activities in continuously changing political, legal, social, environmental and economic environments – to initiate and make administrative decisions, to monitor and control implementation of public policy, to administer entities of public administration and the provision of public services. The Program draws on a modern conception of public administration study, an interdisciplinary curriculum which encompasses the main areas of public administration: public policy, law and management.

Subject specific competencies developed:
Basic up-to-date knowledge and understanding about the public governance system and its context, public governance methods, instruments, procedures, principles, the management process of the public policy, principles and norms of the law, law application, the legislative process and the legal regulation of public administration, the management models, processes and resources of public management organizations (including NGOs), the management of public programs and projects, and the ability to apply this knowledge in practice. Ability to identify, analyze and solve public governance problems by using methods of the scientific research, responsibly applying knowledge and skills. Ability to understand and recognize the public interest and ethics principles and to base decisions of them, relying on moral norms, virtues, complying to the legal protection of the public interest. Ability to establish links between public policy strategies, programmes, projects and implementation plans. Ability to analyse regional problems and provide innovative proposals for their solution. Ability to work with citizens increasing their participation in decision-making at the national, local, individual organizational levels. Ability to carry out scientific research (analysis) using the latest scientific knowledge and identifying problems in the public sector, and to provide recommendations based on the results of the research, which help to achieve the efficiency of public administration.
Learning outcomes:
Study programme of Public Administration and Law is designed to prepare specialists demonstrating knowledge and understanding about the management, administration and legal regulation of the public sector, capable of implementing the activities of public administration by satisfying the public interest in the context of constantly changing conditions of globalization, legal basis, market economy, technological advancement, able to identify the need for regulation and to engage in the legislative process, capable of analysing the formation and functioning of public administration systems, having sufficiently developed skills of independent learning necessary for studies in the next cycle.
Activities of teaching and learning:
Teaching and learning activities are student-centered, and their interaction with the lecturer. In the study process, in addition to traditional study methods (analysis of sources, interactive lecture, demonstration, discussions, etc.), didactic strategies of cooperative studies, problem-based learning are used, in most of subjects the case analysis, distance learning methods are applied too.
Methods of assessment of learning achievements:
In the study program, in order to assess students' achievements and progress throughout the semester, the cumulative assessment is applied in the study subjects. The studies of each subject are completed with an exam or an evaluation of the student’s independent task (essay or project). The final grade consists of the components of the cumulative assessment specified in the subject description. The most commonly used assessment methods are oral presentations, tests, written and oral presentations of research papers, reflections, self-assessment and peer review, colloquia, papers, essays, etc.

The study program consists of 210 credits:
- 130 credits allocated for subjects in the main field of Public Administration (115 credits, of which 15 credits are allocated for internships, 15 credits - for final theses and 15 credits for interdisciplinary subjects, which are necessary for achieving the systemic knowledge). During these studies, students delve into the acquisition of knowledge and skills required for professional activities in two out of the three main areas of public administration: public policy and governance. Main subjects of study: Introduction to Public Administration Studies, State Management and Administration Systems, Public Sector Finance, Public Policy Formation and Analysis, Management of Public Sector Organizations, Methods of Social Research, Local Government, Ethics and Anti-Corruption Policy, etc. Interdisciplinary subjects of other study fields are Macroeconomics, Sociology and Specific Foreign Language (English).
- 50 credits for subjects in the field of law, which strengthens competencies to work in the field of public administration. Subjects: Theory of Law, Fundamentals of Legislation, Lithuanian Constitutional Law, Administrative Law and Process, Fundamentals of European Union Law, Public Interest and its Legal Protection, Local Government Law, Legal Regulation of Civil Service, Labor Law, Fundamentals of Civil Law.

Distinctive features of a study programme:
The program focuses on general public administration studies, training of constantly learning, broad-minded, civic active personalities-specialists, who strive for excellence in public administration, understand and are guided by the core democratic values, national, European and global traditions and practices of public administration, are able to integrate science knowledge and experience of Lithuania and other countries in their activities. 50 credits of subjects in the field of law. Studying subjects in the field of law students acquire knowledge relevant to public administration about the essence and purpose of law, legal principles and norms and their application in public administration activity, as well as the ability to analyze and apply legal acts, to understand the need for legal regulation, to initiate or to engage in the legislative process. Such knowledge and skills in the field of law create value-added to the competencies acquired in this program. The program focuses on the knowledge of future professional activities, the interaction of theory and practice. Cooperative study and problem-based teaching methods are used in the studies, and students are involved in applied research developing attitudes towards creative and critical thinking.

Graduates of the program will be prepared for the independent managerial, administrative and other work in the field of public administration, in state management and administration institutions (ministries, departments, municipal administrations, tax administration, law enforcement, health care, education, etc.), organizations of research and consulting, private enterprises, non-governmental and non-profit organizations. Professional roles in public administration can include national, European and international levels.
