General Description:
Objective(s) of a study programme:
To prepare highly competent experts having knowledge in public administration theories and understanding practical contexts, able to assess public governance processes in comparative view as well as to apply different methodologies in analysing and solving ethically public administration problems.
Learning outcomes:
Extensive knowledge and abilities to apply, adapt and develop public governance instruments:
A1 Are able to analyse and critically evaluate conceptions of public administration, current trends and theoretical paradigms of public governance.
A2 Are able to apply quantitative and qualitative research methods, rigorously analyse information, on its' basis to advice politicians or leaders and cooperate with different stakeholders.
A3 Are able to identify public governance priorities, formulate aims and objectives as well allocate resources fro their implementation and evaluate public programs and projects.
A4 Are able to lead and work in teams, efficiently plan, coordinate and control organisational processes, introduce changes and innovation into public governance.
Extensive knowledge and abilities to apply, adapt and develop public governance instruments:
B1 Are able to contribute to improvement of public policy process, public policy agenda setting, priority definition, policy formulation and evaluation.
B2 Are able to evaluate critically theories and concepts of public governance as well as to analyse the system of public policy and relations between public policy strategies and plans of implementation.
B3 Are able to apply methodology of public policy analysis, identify and distinguish between public policy results and longterm consequences, evaluate relevant alternative according to defined priorities of public policy.
B4 Are able to understand and evaluate political-administrative relations and their role in public policy, and to refer to these factors in policy analysis.
Abilities to interact with citizens, allowing them to participate in public governance:
C1 Are able to plan and encourage NGOs and expert involvement into public governance.
C2 Are able to interact professionaly with citizens and NGOs, consult them encouraging to participate in public governance.
Abilities to recognise the public interest and the principles of ethics and follow them when making decisions in ambiguous organisational situations:
D1 Are to reconcile public and private interests and to follow principles of ethics in public administration.
D2 Know principles of professional and ethical behaviour, understand ethical and social outcomes of decision making in their profession, studies and research.

Activities of teaching and learning:
The programme study process involves contact hours and independent learning. Contact hours are based on lectures, practical seminars and tutorials. Student’s independent learning is focused on preparing homework assignments, getting ready for lectures, seminars, midterm and final exams as well as performing other activities relevant for gaining knowledge, skills and competence. Study programme is completed by master final project.
Methods of assessment of learning achievements:
Students knowledge, skills and competences are evaluated and registered in data base several times per semester: individual work assignments are evaluated during the semester by grades (10 point scale), the total individual work is evaluated at the end of semester (positive/negative), the final grade is given during the examination session while multiplying particular grades by the weight coefficient and summing the products (10 point scale).

Programme students study: Comparative Public Administration, Public Sector Strategic Development, Social Research Methods, Public Governance and Civil Society, Administrative Law, Public Services Management, Public Programmes Evaluation and other courses (in total 14 subjects).
Practical training is not included in the programme.

Distinctive features of a study programme:
Programme includes wide range of study modules that reveal managerial character of public administration discipline, main features of public governance processes, manifold contexts of public institutions interaction with citizens and society. Programme offers an option to choose MA+ competence courses. Programme is also conducted in cyclic and virtual learning mode.

The graduate can perform managerial and administrative work in public administration institutions, budget organisations, NGOs as well as business enterprises at national and international level.

Graduate has an access to apply to third cycle studies.
