General Description:
Objective(s) of a study programme:
The aim of the study programme is to prepare highly qualified public administration specialists-experts and analysts, who are able to integrate fundamental knowledge of public governance, regional development and the abilities of research and expert activities in the preparation and implementation of regional development programmes
Learning outcomes:
Generic competencies developed:
Ability to adapt to a constantly changing professional situation, to solve problems, to work in a group and lead it, to make legitimate decisions, to take responsibility for the decisions and actions. Ability to think systematically, critically and creatively, to plan the learning process, to choose the direction of development and further learning. Ethical communication, cooperation, information publicity and communication skills.
Subject specific competencies developed:
Expert knowledge and skills in the field of regional development and governance (analysis of the regional economy, regional policy context; creative application of regional policy analysis methodology in order to improve the system, processes, to implement innovations, etc.). In-depth, advanced knowledge and skills to apply, adapt, prepare regional development and management tools (evaluation of the effectiveness and efficiency of regional development programs and projects, strategic resource management of regions and organizations operating in them, innovation, change management, etc.). Ability to interact with citizens in regional development issues, ability to recognize the public interest and ethical principles and to apply them making decisions in professional situations. Ability to professionally apply quantitative and qualitative research methods in regional development and management analysis, decision-making processes, ability to conduct regional development research.
Learning outcomes:
After completing the joint Master Degree study programme, the graduate knows and understands economic, social, political and legal framework for regional development and its interaction with the public administration object; the graduate is aware of the essential regional policy formation and implementation principles, is able to critically and systematically evaluate the regional development processes, both locally and internationally; the graduate can professionally investigate, analyze and meet regional development challenges, actively participate in the programmes and implement innovation in regional development processes, as well as provide consultations on regional development and management expertise issues; the graduate is able to make solutions concerning public interest, promoting innovative, democratic values and citizenship, and developing regional well-being.
Activities of teaching and learning:
Teaching and learning activities are oriented to student and his/her interaction with the teacher. The programme anticipates application of cognitive, professional and transferable abilities, strategies that holistically develop teaching/learning strategies: learning through communication and collaboration, problem-based, project-based learning. The strategies will be implemented by applying methods developing student’s scientific, critical, creative and constructive thinking: AKTA (creation / investigation / analysis of a case), PM (analysis of a problem and solution of a problem by applying project approach) and UKDIM / CLIL (foreign language learning and integrated learning of a subject). Also, separate subjects will employ methods of conception map, social inquiry, virtual modelling using software, portfolio of learning outcomes, individual and group reflections. When emphasising internationalisation of the programme, much attention will be paid to stimulation of students’ independent studying, applying methods of information search, information analysis and synthesis, performance analysis, individual consultations in auditorium and in a distance mode, also together with a group, feedback, and discussions in professional networks.
Methods of assessment of learning achievements:
In order to assess students' achievements and progress throughout the semester in the study programme, the cumulative assessment is applied in study subjects (modules). The studies of each subject or module are completed with an exam or an assessment of the student's independent work (essay, project). The final grade consists of the components of the cumulative assessment defined in the description of the subject (module). The most commonly used assessment methods are oral presentations, research presentations, written research reports, reflections, self and peer assessment, tests, reports, essays, etc.
Framework:
Study subjects (modules), practical training:
The study programme consists of the subjects (modules) of the main study field – Public Administration (102 ECTS), which are intended to develop such fields of knowledge as public policy and governance, regional development theories, European Union law, regional economic, social policy, budget and finances of public sector, methodology of regional research, sustainable regional development and management of programmes, regionalism and multi-level governance in Europe, modelling regional micro and macro processes, e. governance and democracy. Master’s Seminar and Master’s Thesis are dedicated to deepen scientific / expert / analytical competence and knowledge on regional development and governance as well as form the ability to investigate, analyse, assess and argue decisions on chosen EU regional development issues.

Optional courses:
The elective subjects/alternatives of the study field compose 18 ECTS. Students choose one subjects from each of three alternatives. Subjects are oriented to develop abilities to analyse democratic regional socio-economic issues, which contribute to specialists, having practical or academic experience in public administration, to work effectively, creatively, to be led by democratic principles, to foresee and manage changes.
Distinctive features of a study programme:
Interdisciplinarity is an essential characteristics of a public administration professional field, attributed with integration of subjects of public administration, management, policy, economics, law and other study fields. Joint specific of the programme is expanding opportunities of studies abroad, strengthening scientific and studies potential with the potential of the University of Pardubice, supplementing a traditional theme and methods of public administration in Lithuania with traditions of Czech Republic. Regionality is the major feature of the programme enabling through specialised study subjects focused on EU and national regional needs to educate high qualification professionals of regional development and governance. Internationalisation is manifesting through teaching staff and students’ mobility, joint innovations of content and methods of studies of universities-partners; through dimensions of internationalisation of the curriculum, European dimensions of curriculum, consolidation of students’ international experience and skills, international scientific collaboration, studies in a foreign language, a possibility to obtain new international experiences and to join international networks. Development of digital and distance learning opens more flexible forms and methods of organisation of studies, possibilities for broader collaboration within networks, consultation, access to open educational resource. Innovativeness is guaranteed because all study subjects have been prepared following recent scientific achievements, original and modern study methods, recent documents on regional policy and information.
