Summary of the Profile

Objective(s) of a study programme:
Aim of the program is to prepare qualified public administration specialists, i. e. public sector managers and policy implementers, experts and analysts, who can make use of and creatively apply the knowledge, abilities and competencies developed in the process of studies

Learning outcomes:
SR1. To apply conceptions and models of public administration (public management) in the execution of concrete functions of the public institutions;
SR2. To evaluate public policy, the performance of the public sector institutions and prepare recommendations for better performance;
SR3. To plan, organize, coordinate and control individual and organizational performance taking into account whole system of public administration;
SR4. To prepare administrative acts and other documents needed for the implementation of public policy;
SR5. To interpret and apply laws, bylaws, administrative acts in the execution of the functions of public administration;
SR6. To identify and evaluate arising problems in the public sector or in a concrete public organization, analyse information and statistical data;
SR7. To apply innovative methods and advanced technology in public management, implementation of public policy or the provision of public services;
SR8. To follow principles of good administrative behaviour, identify situations demanding ethical attitude and manage to keep up high standards of professional ethics in various organizational situations.

Besides general university education courses, 3 main groups of speciality courses (in total, these courses give 184 ECTS) can be distinguished: Public policy courses, public management courses and public governance courses. Policy courses: Public Policy and Public Sector, Human Development, Lithuanian Foreign Policy. Courses in public management: Organizational Culture in the Public Sector, Public Management and Government Reforms, Civil Service Human Resource Management, Public Finances; and courses in Public governance are: Political Institutions, Lithuanian Political System and Political Tradition, Introduction to Public Administration, Institutions of the European Union, The Systems of Public Governance and Administration, Local Governance Systems, Ethics of Civil Servants, Institutions of Public Security and Regulation, Health Care System in Lithuania, Development of the Lithuanian Political System, and all the rest of courses are relevant methodological or context of public administration related courses.
